Corcoran Warden Reneges on Pledges. Time Again to ZAP!

On January 9, 2019 an estimated 250 prisoners initiated a hungerstrike within California State Prison - Corcoran's 3C facility in response to an indefinite lockdown. On January 28 after three weeks of refusing food trays, the warden met with representatives, granted full canteen privileges and promised to work out a separate yard schedule. The strikers suspended their hungerstrike and were ready to continue negiotiations in good faith.


Over the last two weeks there has been NO PROGRESS on receiving full canteen or separate yard time. The warden has reneged on all pledges so the strikers of 3C held a day long noise demo banging on doors and windows. The initial demands remain and strikers insist that they be dealt with in good faith.

BACKGROUND: All units within 3C have been on "modified program" for 4 months now. This essentially means a "lockdown" in all meaningful aspects - no visitation, no canteen, no packages, no educational, rehab or vocational programming, and little yard time. The pretext for this indefinite lockdown by CDCr of hundreds of prisoners for months on end is an altercation on Sept 28th which saw three prisoners from their grouping attacked and put into the infirmary. Group punishments and indefinite isolation are standard practices by CDCr and must stop. In addition, guards have been setting up "dogfights" or "gladiator matches" on the yard between hostile groups: They hand pick a pair of prisoners from the group that intitiated hostilities for yard time then release another pair of targeted prisoners onto the yard to be attacked. These practices only escalate trauma and conflict, and ultimately only promote violence and destabilization within facilities. This effects are not an accident or "regrettable by-products". This is how CDCr interprets its mission: control by brutalization and division.
 


Representatives of the unit have composed and relayed their demands to the outside as follows:

PHONEZAP THIS WEDNESDAY AND THURSDAY, 2/13-14

The hungerstrike representatives have requested phonecalls be made to officials in Sacramento to amplify the demands. Put aside some time this Wednesday and Thursday, 2/13-14 to make some calls!

"Hello, my name is ***_________. I’m calling to insist that you meet the demands of prisoners in Facility 3C at Corcoran State Prison. I understand that this issue is the result of at least four months of an effective lockdown which must end. I demand that you lift the lock-down, and reinstate visits, educational, vocational, and rehabilitative programs, as well as safe yard time. Reinstate access to commissary, packages, and their allotted 10 hrs of yard time. This is the MINIMUM level of fairness that you are required to provide to people in your care. Thank you."

Don't worry about staff or representatives giving you the runaround or denying that anything is happening at Corcoran. Denial and obstruction are standard operating procedure for them.

We have the same issue happening at CTF Facility C - Modified Programming- NO VISITATION because STG BULLSDOGS AND STG SURENOS.. surenos are programming with everyone just fine ! It’s the bulldogs who are not so Warden at CTF is say No Visits, No self help classes , No jobs , only $55 on canteen , yard once a week . This has been since 10/16 .

End lockdown now for 3c Corcoran & CTF -C yard. The way there being treated is not Modified lockdown privilege. There being treated like there in the SHU,ADSEG- They get treated better then the men on mainline! Get it together CDCR STG= The Real Security Threat Group!

Response from Edward Sanchez Good morning Mrs. Xxxxx CSP-Corcoran currently does not have any inmates participating in a hunger strike on Facility 3C or any other facility. CSP Corcoran administration is doing all they can to return to normal program. During the modified program inmates have access to medical care, packages and yard time and institution leaders are communicating with the affected inmates regarding their concerns daily. Affected inmates are receiving yard time with groups of inmates who are not affected by the modified program. The inmates have the ability to spend $55 at canteen (hygiene products only). Inmates affected by the modified program have been receiving quarterly packages even before the hunger strike. This is in compliance with the settlement in the Mitchell v. Cate, et al. lawsuit. To answer the question about why phone zaps help I'd say this: To us it isn't really about informing the administration of the problem its about applying pressure and letting them know that there's a force of people on the outside that are paying attention and willing to try and clog up phone lines and make lots of noise. If the phone lines are suddenly tied up all day with people reading prisoners' demands then suddenly those demands are harder to ignore

Called all three numbers. Got through to a staff person in Dave Baughman's office who I spoke with for a couple min. The person on the second number of the list routed me back to Buaghman's office. Left a voicemail for Jane Constance (in Diaz's office?). To get there, you press 8, ask to be routed to Sec. Diaz's office, they send you upstairs to another switchboard, who passed me on the Jane. I tried to get the number for that switchboard but the person was a temp and didn't know it.

@Resident in the : i don't think any of us will get thru to speak with the Director/ Secretary / Baughman at all but the calls show us the people kno whats goin on .. i think there phones are getting blown up am sure.

Hello, I just spoke with receptionists at the first two numbers -- very interesting because neither one denied that the strike was happening, in fact they were both extremely polite and stated that the issues are known about and even "being worked on" which of course could be a lie but that's still a significant difference from a yesterday when they were denying it was even happening. So to folks who are wondering what the point of a phone zap is, that's proof right there that it makes a difference. They were faux apologetic about not having any information to give me at this time, and I assured them I didn't want any information, I only wanted ACTION and to hear that these demands had been met! I also want to leave you with a recent tweet about phone zaps from @JailLawSpeak which is managed by prison rebels, so don't listen to me, listen to them: "What does phone zaps do for prisoners? It lets the prisoncrats know people are watching. It makes the prisoncrats cautious regarding that prisoners complaints. Trust us, it's the best news a prisoner gets when prison wardens call you to resolve an issue based on people calling."

I called today and yesterday , nobody ever denied it was happening or said anything about not knowing it was going on so Im sure they kno before any of us when things like this happpens but yet no info on when they will fix it and find a soulution..

Called first two numbers and gave message to person answering. Second number said they've received the demands and they've been forwarded to the appropriate department. This is verbatim the same thing they said when I called for the previous phone zap, and I pointed this out. She said unfortunately she had no further information. Also called for Sec. Diaz and left a message on Jane Constance's voicemail.
