Hungerstrike in Corcoran 3C Against Indefinite Lockdown and Group Punishment

Description 

Since January 9, 2019 an estimated 250 prisoners are on hungerstrike within California State Prison - Corcoran's 3C facility in response to an indefinite lockdown. They have asked that this info be made public and that their demands be heard.

BACKGROUND: All units within 3C have been on "modified program" for a three and a half months. Here this essentially means a "lockdown" in all meaningful aspects - no visitation, no canteen, no packages, no educational, rehab or vocational programming, and little yard time. The pretext for this indefinite lockdown by CDCr of hundreds of prisoners for months on end is an altercation on Sept 28th which saw three prisoners from their grouping attacked and put into the infirmary. Group punishments and indefinite isolation are standard practices by CDCr and must stop. These practices only escalate trauma and conflict, and ultimately only promote violence and destabilization within facilities. This effects are not an accident or "regrettable by-products". This is how CDCr interprets its mission: control by brutalization and division.


Representatives of the unit have composed and relayed their demands to the outside as follows:

The hungerstrike representatives have requested phonecalls be made to both the warden and headquarters in Sacramento to amplify the demands. Put aside some time this Wednesday and Thursday, 1/23-24, to make some calls!

I understand that this strike is the result of at least three months of an effective lockdown which must end. UPDATE: Tuesday, 1/29/19 8:00am:: CORCORAN HUNGERSTRIKE UPDATE: A VICTORY! On Monday 1/28, Day 20 of the hungerstrike in Corcoran 3C, the warden came to the negotiating table. As a result, two of the demands have been met and the hungerstrike has been suspended. Last night, 245 prisoners had their first meal in 20 days. Strikers are now getting packages, enjoying full canteen privileges and negotiating a yard schedule. Negotiations to end the lockdown and restore visitation are yet to come. Stay tuned! My husband is there and there was previously a hunger strike due to protective custody inmates serving general population their food during chow time. Most will ask well whats wrong with that? Well protective custody inmates don’t like GP so they urinate on their food, spit on it, and all else deemed inappropiate to do to food. And did Corcoran care? NO They do not give two bits of cents about our loved ones or us.

I just spoke to reception for warden and honestly she was very nice..listen to me rant and very angrily state my opinions...but did tell me I was first phone call to come in and complain about this..... this is so sad and I am so concerned about this.

Per the October 20, 2014, stipulated settlement agreement of Mitchell v Cate, the CDCR agreed to use individualized threat assessment forms to determine who would be retained on a modified program or lockdown. https://www.clearinghouse.net/detailDocument.php?id=97619 Title 15 Regulations: Modified Program means the suspension or restriction of less than all inmate program activities and/or movement. A Modified Program may either occur independently in response to an incident or unusual occurrence or may occur as a facility transitions from a lockdown to regular programming. Imposed restrictions may fluctuate as circumstances dictate with the goal of resuming regular programming as soon as it is practical. Modified programming will last no longer than necessary to restore institutional safety and security or to investigate the triggering event, and shall not target a specific racial or ethnic group. For those inmates whose movement has been restricted, movement may be authorized on a case-by-case basis for essential or emergency services such as medical, dental, mental health or law library visits. The routine and/or temporary restrictions on inmate movement or yard activities, which do not last longer than 24 hours, are not considered a program modification 3383. State of Emergency. (a) A state of emergency shall exist when the institution head or regional parole administrator/deputy director, Division of Adult Parole Operations (DAPO), temporarily suspends any nonessential operation, procedure, service or function, and the normal time limits or schedules for such activity in order to prevent, contain or control a disturbance. (b) The Assistant Secretary, Office of Correctional Safety, shall be contacted by any of the persons specified in section 3383(a), or their designee, when a state of emergency is declared. (c) Approval of the Secretary or Secretary’s designee is required when: (1) A lockdown or modified program of all housing units/subfacilities within a facility’s security perimeter is to exceed 24 hours. (2) A lockdown or modified program of fewer than all housing units/sub-facilities within a facility’s security perimeter is to exceed 72 hours. (3) The suspension of a facility’s major program or operation is to exceed 72 hours; e.g., an academic or Career Technical Education program, visiting program, yard operation, or dining room operation. I called and spoke to the Warden's secretary Amanda who wouldn't transfer me to him or provide his email. She advised me to WRITE him a LETTER!! Unbelievable. She said she couldn't discuss this matter since it was not public. I asked her, "how do I know my son is ok after 10 days not eating?" she said I can leave a message for the Public Information Officer and that I can also contact the Ombudsman. I'm flipping out here on the nature of their disposition and callousness. I'm going to have to get my attorney involved.

I called the wardens office but I had some sort of audio problem and I could hear them but they couldn't hear me. They got frustrated after a bit and hung up. So I called back and they (Amanda and Melissa) still couldnt hear me so I just kept calling back and making them hang up on me. After about 15 calls finally they said, "If you think this bothers me you're wrong, so if you have something to say about the hunger strike, speak now or forever hold your peace." But I kept calling back and they sounded even more frustrated and then they just stopped answering the phone at all LOL

One of the reasons Corcoran is on lockdown cause your loved one housed there are ordering or commuting acts of violence against another race. This is an ongoing violence across the state of California at other prisons. They are causing harm and to prevent harm and safe life’s which is something I’m sure you guys would want the prison went on lockdown. Also if you read it right they are on Hunger strike. CDCR is required by law to provide wards in their care with a minimum of ten hours of yard per week.this lockdown is a direct violation of the law,they are not providing the inmates with ten hours of yard per week they are lucky if they get one hour a week. And why can't they be provided with canteen and packages...is eating a security threat ??? And as for visiting Salinas Valley State Prison which is a level 4 , 180 design has bulldogs and southern mexicans that go to visit together with no problems. So how is it that the Warden at Salinas Valley can figure it out but Ken Clark the Warden at Corcoran can't figure it out??? Or is it that he just doesn't want to???

My husband just recently got transferred there so he could attend the programs that they offer there. Due to the unfair way things are being ran there is really not understandable. The way there putting people lives in danger by setting up fights with different factions every Tuesday knowing there is animosity between them. I don't understand the purpose of this. I am proud of the Women and Men who are fighting for your loved ones and this matter. Also thank you to this website for posting the news. I was scared of retaliation from the cdcr targeting my loved one if i spoke on the issue or sent emails, or called media. I was thinking the CDCR or C.Os would hurt my inmate. After seen all the positive support you all have gave me the courage and i will be doing my part in participating to have there demands met. Let us all be strong and fight for these men. Also the incremental realease is an attempt for the different factions to talk and come to a peaceful agreement. The violence occurs when they follow their prison politics to attack cause some one else told them too. If you want your visits back tell your love ones to get a long and they would get all the stuff back they have coming. Don’t blame other people when they are causing this.
